Submission to Rotterdam District Court, 11 March 2026, 11:30 am.
From enemy to friend to enemy and hopefully back to friend.
A submission written by a person with an ASD (Autism Spectrum Disorder). (Autism, Asperger’s)
My greatest disability, however, is an allergy to injustice.
A fight against injustice, usually with a positive outcome for the people I support.
And with this hope, I am once again taking up the fight. A fight about which most people will say, “think of your health.” And they are right! But let me just carry on for a while longer; after all, soon I will be gone and there is no one who will take up the baton from me as I have always done. Only after my death will the Netherlands perhaps think back on me.
RDI (formerly RCD) versus the public as Radio Pirate or Amateur Radio
A friendly game of cat and mouse, which I dare say has been going on for a long time.
The RCD used to be part of the state-owned PTT. They were my immediate colleagues.
Until 23 November 1987, I was at odds with my colleagues at the RCD, and yet I was also one of the better employees within PTT, without any ill will. Sometimes they would watch me with disapproval as I tuned an illegal transmitter in the workshop, which the RCD would occasionally visit.
In November 1987, I was smeared by the RCD and my employer, PTT, on the front page of De Telegraaf. No less than half a page was devoted to me and my fellow radio pirates.
It took 148 police officers, Article 140… and a few colleagues from the RCD to turn me from a radio pirate into a radio amateur. We started working together, sat together in the patrol car (sometimes without handcuffs), and this continued until 2011. Over 32 years as both enemy and friend.
Not everything went smoothly, but that’s not really in keeping with my life. In 1987, I was suspended for almost two years based on allegations on the front page of De Telegraaf, summarily dismissed, and a judge ruled that the allegations were unfounded. Yes, I was a radio pirate until 23 November 1987, and I’m still proud of that. I’m no thief or con artist!
To this day, I am a radio amateur. Until recently, I also volunteered for the RDI and the Radio Zend Amateur by keeping repeaters operational. On the one hand, to ensure that amateur radio operators can still pursue their hobby without having overly ‘prominent’ antenna masts in residential areas (though not for all amateur radio operators, but every little helps), and on the other hand, to enable the RDI to ask all these users for a contribution in return for the use of these repeaters. Paying as an administrator is effectively the world turned upside down and therefore contradictory.
Unfortunately, the hobby of amateur radio is disappearing like snow in the sun. Everything is going digital.
Transmitters are being linked to internet connections, and amateur radio operators are increasingly using a smartphone app. A minor conflict is even emerging within the world of amateur radio operators, the owners of the installation sites such as all radio towers and antenna masts in the Netherlands. And my gut feeling tells me that the RDI also has a significant hand in this.
What I am doing now is expressing the hope that the Netherlands will finally wake up. That it will understand what is really going on. All it takes is for this to happen and all digital communication will fail.
The Netherlands must return to old-fashioned open analogue communication in the event of emergencies such as war and unrest in our own country. But unfortunately, analogue communication equipment is disappearing. Three warehouses full of this analogue equipment are soon to be destroyed. It will become scrap metal and aluminium because I am no longer allowed to use it. I share my experiences regarding the owners of the towers on many websites (review sites), much to the annoyance of these owners. I remain silent about RDI in the hope that they too will one day look at the other side of the coin. So that I can say once again,
“From anamy to friend”
We’re only talking about small sums here. But more importantly, there are hidden pitfalls. Costs you don’t expect. Costs that halve, double, and costs that have cropped up out of the blue for services that haven’t been provided.
Yes, you can find the information elsewhere on the internet. But if your representative sends a registered email, they say it’s too dangerous. We’re not allowed to click on links.
I’ll be 65 in two months; I’m afraid of the internet. I used to have a website called radiodump.nl. I’ve closed it down. When I look at it now, I end up on sex sites. Apparently, visibility is more important than the objective on the internet.
So just be clear. If you want to sell bread at the market that contains mould, simply put the words ‘Mouldy Bread’ on the packaging. Then, as a consumer, I can decide for myself whether or not to buy the bread. And even then it’s still risky; after all, blue cheese is simply a sought-after product for some people.
A licence costs XXX, then XX three years later, then X another three years later, and XX yet another three years later. And all this because of digitalisation. RDI doesn’t know itself anymore, and an old colleague made it simple. XX became X, and now his colleagues are saying that this now-retired man, known as Mr Post, didn’t do his job properly. It’s rude to speak like that about your now-retired colleague. Yes, you can find the information elsewhere on the internet. But if your representative sends a registered email, they’ll say it’s too dangerous. We’re not allowed to click on links.
In two months’ time I’ll be 65; I’m afraid of the internet. I used to have a website, radiodump.nl. I’ve cancelled it. When I look at it now, I end up on sex sites. Apparently, fame is more important than the objective on the internet.

INJUSTICE
This man knew exactly what he was doing.
I’m trying to sort this out in a civilised manner. And of course I’m trying to get some money back because, according to the decision, I’ve overpaid. Whether this is right or wrong doesn’t matter right now. It’s there, and there’s nothing I can do about it. This decision is final! A single payment of €249 in total = €249, not two payments of €249. Just like four years ago: a single payment of €185 in total = €185 for exactly the same product. The fee for supervision was not clearly communicated and is therefore misleading. And when, on top of that, there is absolutely no substance to this supervision, I ask myself:
Why?
Today I am here in Rotterdam.
Tomorrow I may well have to make the decision to go to The Hague.
But I will continue to fight injustice.
That I promise and declare.
On 11 March 2026, I was summoned (at my own expense) to appear at Rotterdam District Court.
I was not allowed to read out the written submission (without anyone knowing what it contained), nor was I permitted to hand it over. I sometimes wonder what era we have ended up in now.
I’ll keep this brief, but I will certainly return to this in more detail.
FREEDOM OF THE PRESS IN THE NETHERLANDS
As I have mentioned before, I value openness and honesty. And so, any obstacle to me speaking my mind will be made public.
At the same time, I will also publish my opinion on the party in question.
This could be either positive or very negative. That is your choice.
It’s all so simple; those who don’t want to listen…
The hearing was fine. The outcome is still unknown.
What I do have in black and white, however, are facts with which I can hit the lawyer from On Tower Netherlands 3 B.V. (formerly Broadcast Partners) over the head. And because the lawyer is now also authorised to act on behalf of Alticom (a subsidiary of CELLNEX), he is dragging these organisations down with him. I have already asked Cellnex for a different lawyer because personal grudges are at play here. Precisely to prevent this sort of review site.
After all, war is not my thing. But no, nobody wants to talk, and above all, nobody wants to listen. Sometimes I do wonder whether they actually enjoy all this attention.
As mentioned earlier, these parties are not prepared to talk properly with their existing customers. It’s all so simple: if you don’t want to listen…
Common ground
The RDI (Radio and Television Authority) of the Ministry of Economic Affairs issues licences authorising the use of radio frequencies. (hot air)
An amateur radio operator needs one.
A commercial radio station needs one but outsources the transmission technology to broadcasters.
On Towers Netherlands 3 B.V. (formerly Broadcast Partners) ensures compliance with the specifications of the licences issued by the Ministry of Economic Affairs. If this is not the case, please let me know and I will amend it.
As a lawyer employed by On Towers Netherlands 3 B.V. (formerly Broadcast Partners), I can surely assume that you know better than anyone how licences from the Ministry of Economic Affairs work.
And that must have been the view of the District Court of The Hague as well.
Naturally, this can also be expected of me as a licence holder.
However, should I have any doubts, I simply ask the Ministry of Economic Affairs. I received the answer to my question of 15 October 2024 on 10 March (the day before the hearing) 2026.
The judge, however, relies blindly on the (unsubstantiated) assertion of the lawyer from On Towers Netherlands 3 B.V. (formerly Broadcast Partners).
Apparently, the judge attaches more weight to the words of this lawyer than to those of the citizen who is a radio amateur and supports his fellow radio amateurs as a volunteer.
And now, following a check with the Ministry of Economic Affairs, it turns out that this citizen is right after all. That the lawyer, whether consciously or unconsciously, provided incorrect information to the court in The Hague.
The concept of ‘deliberately or unintentionally’ is something I am not at liberty to comment on. After all, I am merely an ordinary citizen with some knowledge of radio technology.
But for the lawyer working under the Cellnex banner, this is of course a completely different story.
Be that as it may, it is a case that reeks of something fishy.
The licences are still valid until at least 19 June 2027 and, as I need them to be able to rent space in the towers, I am obliged under the agreement to retain them and, where necessary, to renew them before 19 June 2027.
After all, the agreement I entered into in 2014 has still not been terminated, and no new attempt can be made before 31 December 2026. Given that a notice of termination takes a year to take effect, the agreement can therefore never end before 1 January 2028.
Unless the court decides otherwise.
However, there is one loophole that I will certainly make use of.
The agreement states that the installation space in the tower must be actively used. If this is not done for more than six months, the agreement may be terminated. However, this must first be discussed. In any case, until 19 December 2027, I have the right to use the installation site under the existing licences, and after that, consultation must take place first. Given the relationship between myself and Cellnex/Alticom, this consultation will never take place. And as for those last two weeks, they can just stick them in some dark corner where nobody wants to go.
Naturally, I will include the costs of these licences in the claim for damages for the portion that RDI will not cover.
This also answers the question of why the court’s decision in the matter with the Ministry of Economic Affairs is not all that important to me.
To be continued
